    Castro got around that problem by simply sending all Cuba's prisoners to the USA. No passport required. One of Fidel's smartest moves.

    I think the point was simply that 99% of the prison's population are religious. This is in keeping with the fact that the more education you have, the more likely you are to be an Atheist.
