This is the Government market. Prices are in Cuban Pesos, worth about 4 cents CAN. These products are subsidized by the Government. Rice is 3.5 or about fourteen cents a pound while yuca plant is a bargain at about three cents a pound. The Government market is where you come first when doing your shopping for dinner. Selection is limited but prices can't be beat. This is why you can survive on $20 per month basic wages.
The more I think about it, the prices may be per Kilo (2.2 pounds). Even better! She has a lot of rice there and the scale has not tripped yet.
